Why Your Water Treatment Facility Needs a Certified Coating Inspector

If you manage a water or wastewater treatment facility in Florida, you already know that corrosion is your biggest enemy. Between hydrogen sulfide in wastewater systems, chlorine in potable water facilities, and Florida’s relentless humidity, your infrastructure is under constant attack.

But here’s what most facility managers don’t realize: the coating system protecting your infrastructure is only as good as the person inspecting its application. We see it firsthand on every facility walk-through we do across Central Florida.

The Difference Between a Painter and a Certified Coating Inspector

Any painting contractor can apply a coating to a surface. But applying a high-performance protective coating system to a water treatment clarifier or a wastewater digester is a completely different discipline. It requires understanding:

  • Surface preparation standards — SSPC-SP 10, SP 5, and the specific profile requirements for each coating system
  • Environmental conditions — dew point calculations, relative humidity monitoring, surface temperature verification
  • Film thickness control — wet and dry film thickness measurements at multiple points during application
  • Adhesion testing — pull-off testing to verify the coating is properly bonded to the substrate
  • Holiday detection — spark testing to find pinholes that would allow corrosion to begin underneath the coating

A NACE CIP (Coating Inspector Program) Level 2 certification means the inspector has demonstrated mastery of all these disciplines through rigorous examination. It’s the industry gold standard for coating inspection competence.

What We See on Walk-Throughs: A Polk County Wastewater Facility

We recently walked a municipal wastewater treatment facility in Polk County, Florida with the chief wastewater operator to assess the coating condition across the entire site. Here’s what we found — and it illustrates exactly why certified inspection matters.

The facility had multiple structures needing attention: two 60-foot-diameter steel clarifier tanks, two 30-foot-diameter concrete digester tanks, a chlorine contact chamber, a chlorine storage building, and a standby generator with containment wall. Each structure faces different chemical exposures and requires a different coating approach.

The Competitor’s Mistake

The competing contractor proposed a residential-grade acrylic coating (Shercryl HPA) on the concrete digester tanks. Any NACE-certified inspector would immediately flag this — those digesters are exposed to hydrogen sulfide gas, which converts to sulfuric acid on surfaces above the waterline. Acrylic coatings would break down within two to three years in that environment. The competitor also skipped UV-stable topcoats on the exterior structures and didn’t address the chlorine contact chamber interior at all.

The Right Specification

Because our owner holds NACE CIP Level 2 certification, we specified a system matched to each structure’s service environment:

  • Steel clarifier tanks: Stripe coat on edges and welds, followed by Macropoxy 646 high-build epoxy (8-12 mils DFT), topped with Acrolon 7700 aliphatic polyurethane for UV and weather resistance
  • Concrete digester tanks: Same Mac 646 + Acrolon 7700 system — these coatings are formulated for chemical environments, not the residential acrylics the competitor proposed
  • Chlorine contact chamber (exterior): Mac 646 + Acrolon 7700 atmospheric system
  • Chlorine contact chamber (interior): Dura-Plate UHS immersion-grade lining system, NSF 61 certified for potable water contact — because the interior surfaces are submerged in chlorinated water
  • Generator and containment: Mac 646 + Acrolon 7700 in black for heat resistance

That’s five different application approaches on one site. Each one selected based on chemical exposure, immersion vs. atmospheric service, UV exposure, and regulatory requirements. This is what specification writing from a certified coating inspector looks like — not a one-size-fits-all product recommendation.

What Happens When Coatings Fail

A failed coating system in a water treatment facility isn’t just an aesthetic problem — it’s a public health and infrastructure emergency:

  • Tank failures can contaminate drinking water supplies
  • Structural steel corrosion can lead to catastrophic failures in pipe bridges, walkways, and equipment supports
  • Concrete deterioration in wastewater structures accelerates when protective coatings delaminate, leading to expensive concrete repairs on top of recoating costs
  • Regulatory violations from DEP and EPA when containment systems aren’t properly protected

The average cost of a coating failure and recoat is 3-5 times the cost of doing it right the first time. That’s because you’re paying for removal of the failed system, surface preparation from scratch again, new materials, and additional facility downtime.

What to Look For in a Coating Contractor for Your Facility

When evaluating contractors for your water or wastewater facility’s coating project, ask these questions:

  1. Do you have a NACE CIP Level 2 or Level 3 certified inspector on staff? — Not subcontracted, on staff. The inspector should be overseeing the work in real-time, not showing up for a final check.
  2. Will you provide complete inspection documentation? — Surface preparation verification, environmental monitoring logs, DFT measurements, adhesion test results, and final inspection reports should be standard, not an add-on.
  3. What surface preparation method and standard will you use? — “We’ll prep the surface” is not an answer. You want to hear specific SSPC/NACE standards like SP-6, SP-10, or SP-5.
  4. What coating system are you recommending and why? — A certified inspector will spec the system based on the service environment, not just use whatever product they have on the truck.
  5. Do you differentiate between atmospheric and immersion service? — This is a deal-breaker. Any contractor who proposes the same coating for tank exteriors and tank interiors doesn’t understand the application.
